
Legal expert Martin Kpebu has expressed skepticism about the claim made by former Minister of Sanitation and Water Resources, Cecilia Abena Dapaah, that funds transferred from her deceased brother’s account were intended for the payment of his children’s school fees.

“I can’t believe Madam Dapaah’s story; this should have come out long ago,” Kpebu stated during an appearance on the Ghana Tonight show on TV3 on Monday, October 9.
He further emphasized the difficulty in accepting Dapaah’s explanation, stating, “This story is hard to believe.”
Cecilia Abena Dapaah made her comments in response to claims by the Office of the Special Prosecutor (OSP) that the fund transfer in question was suspicious, as her brother had passed away some time ago. The OSP had filed an affidavit seeking confirmation of a new seizure of the funds.
Dapaah clarified, “…the truth is that funds were transferred from an account in the name ‘The Late Nana Akwasi Essan,’ to which I am a signatory.”
She added, “The funds were transferred to me for payment of the school fees of my late brother’s children,” as stated in court documents filed by her lawyers.
Dapaah went on to explain that the funds were transferred from Cal Bank, originating from an account named ‘The Late Nana Akwasi Essan,’ to which she was a signatory. She noted that this account had been opened with donations collected by Cal Bank at her late brother’s funeral.
“The correct account name is conspicuously stated in Applicant’s Exhibit OSP18, and the Applicant could easily have ascertained the mandate on the account from Cal Bank. The funds are transferred to me for payment of the school fees of my late brother’s children,” she emphasized.
The matter remains under scrutiny, and further developments will be closely monitored as investigations continue.
