Sammy Gyamfi Defends Sole-Sourcing in Big Push Road Projects Amid Procurement Criticism

The Chief Executive Officer of Ghana GoldBod, Sammy Gyamfi, has strongly rejected allegations of procurement irregularities surrounding major road projects under the government’s Big Push initiative.

His remarks come in response to a report by The Fourth Estate, which questioned the widespread use of sole-sourcing and suggested possible cost inflation. The report further alleged that Governs Kwame Agbodza oversaw the approval of 81 sole-sourced contracts valued at over GHS73 billion within a short period.

In a statement released on March 24, 2026, Gyamfi dismissed the claims, insisting there was no evidence to support accusations of wrongdoing. He explained that all contracts awarded through sole-sourcing followed due process and were approved by the Public Procurement Authority.

According to him, each project also underwent Value for Money assessments to ensure transparency and cost-effectiveness. He emphasised that contractors were selected based on proven capacity and that payments are only made after independent verification of completed work.

Gyamfi also addressed concerns about figures reported in the media, clarifying that some of the projects cited were not newly awarded. He explained that several road projects—originally initiated under the previous administration—were merely transferred and funded under the current Big Push programme rather than reissued as fresh contracts.

Among these are key infrastructure works such as the Suame Interchange, Ofankor-Nsawam Road, and Adenta-Dodowa Road.

He further argued that while sole-sourcing has previously been criticised, it remains a legitimate procurement method, particularly in situations requiring urgency. Delays associated with competitive tendering, he noted, could significantly slow down project delivery timelines.

The CEO maintained that the government’s approach balances speed with accountability, ensuring that critical infrastructure projects are completed on schedule without compromising transparency.
