In a statement released by the Ministry of Foreign Affairs, authorities urged Ghanaians living in or travelling to affected parts of Mexico to limit movement, avoid non-essential travel and remain alert to rapidly changing security conditions.

The advisory follows a February 22, 2026 operation by Mexican security forces that reportedly led to the death of Nemesio Rubén Oseguera Cervantes, widely known as Nemesio Rubén Oseguera Cervantes or “El Mencho.” He was identified as the head of the powerful Jalisco New Generation Cartel (CJNG), one of Mexico’s most influential criminal networks.

Ghanaian officials indicated that the operation has been followed by coordinated retaliatory attacks in several regions, significantly escalating tensions. States named in the advisory include Jalisco, Baja California, Colima, Guanajuato, Michoacán and Oaxaca.

According to the ministry, the unrest has featured armed clashes, vehicle burnings and road blockades, disrupting transportation and daily activities while resulting in casualties.

Although Ghana does not operate a resident embassy in Mexico, its diplomatic mission in Washington, D.C., holds concurrent accreditation to Mexico and has been directed to offer consular support to affected nationals. Citizens are encouraged to stay in close contact with the embassy and make use of emergency communication channels where necessary.

While advising caution, the Government of Ghana also expressed solidarity with Mexican authorities, voicing confidence in their capacity to stabilise the situation and restore order.

The travel notice comes amid heightened international attention on the security implications of the cartel leader’s reported death, as several countries continue to monitor developments across key Mexican states.
